Kind of runs along the same lines as the Rogue/X-men suggestion below, at least that's where I got my inspiration.
It starts with mild mannered, flat chested Clara Kent (original I know.) who works as a photographer for the local newspaper and whenever she gets a glimpse of a woman in desperate need of a boob job her breast ache and swell and her clothes get tight as she busts out of them and becomes Super Bust! The figure complains about the heat as Clara is interogated. The figure says, "Fuck it!" and strips off her goggles and mask to reveal that they are actually a very petite woman. The camera zooms in quickly on Clara's eyes, then quickly on the petite woman's flat chest. Clara starts heaving breathing Deeper and DEEPER, getting louder and LOUDER! Her hands gripping on the seat. Her chest begins swelling under her restraints. Her breathing becomes so deep and forceful that the tape begins ripping off her mouth. We can hear her moaning and screaming at the height of ectasy and pain. Her breasts swell and her restraints rip her free. She stares at her arms as she pulls harder and harder on the restraints her button up shirt grows tighter and tighter around her, the buttons begging to give way. The slim petite woman looks so shocked to see what's happening. Finally the restraints rip free and she stands up, ripping the remains of her tattered outfit off to reveal her superhero costume, I was thinking a supergirl rip off but I'm not picky. Any tight revealing spandex costume, maybe with a hint of hot pink, is good with me. Clara stares at the woman's chest, harder and harder. (It'd be funny if she ran off Freakazoid style, but that's probably just me) and she leaves the woman with her own wimpers and moans that slowly turn into orgasmic oo's and ah's as the screen fades to black.
